There is an intermediate lever in the undercarriage of your vehicle. The front cable is attached to the lever with a pin, secured with a cotter pin. Find that and pull the pins to release the cable anchor. Follow the cable housing toward the front of the vehicle. Remove the anchor strap holding the cable housing to the body, and open the clamp holding the housing to the body further up toward the engine. On the firewall of your vehicle there is a pulley housing. Its located to the inside of the brake master cylinder. Unbolt the housing, and the front cable should be anchored to the stem right at the firewall. Just slide the anchor stud out, and the entire front cable should be free to remove from the vehicle.

You can remove the parking brake lever, from the brake shoe on your Chevrolet Cavalier, by removing the retaining clip. The retaining clip connects the brake lever cable to the brake shoe.
Buy a new cable from the lever to the linkage under the truck near the rear. Remove the old cable and feed the new in through the fire wall. Remove the lever and reinsert the swaged end in the lever.

The parking brake has an adjustment bolt on the brake shoe. The parking brake cable has adjustments on each end of the cable.
Adjusting a parking brake cable on a 2003 Toyota Avalon is considered a major repair. The repair should not be done by a person with no prior experience because if the repair is done wrong it can be dangerous. A repair book for the vehicle should instruct the process.
