Depends on the outboard. Some Johnson/Evinrudes required that the powerhead (engine) be removed first for example. Look for a service manual for your particular motor on ebay, and it will tell you all you need to know to avoid problems.

I use 80 weight gear oil.
It is a speedometer pick up tube.no longer used due to clogging.
The water pump is inbetween the lower unit and the motor . Remove the lower unit with 6 bolts and u will see it.
If the horsepower of your Mercury outboard lower unit is 75 and below, SAE 80W90 Gear Lube is recommended.
The water pump on an outboard motor is located low down on the skeg. To replace it, you have to remove the lower unit. The impeller water pump is a housing attached to the upper unit, surrounding the shaft. It must be replaced exactly right, so obtaining a proper servicing manual is strongly recommended.
