Heptane is very helpful in removing the plastic film from a new metal garage door. If the adhesive resists organic solvents like toluene, MEK, xylene, etc., as well as citrus-based products, the adhesive may be acrylic-based and it might be attacked with household ammonia.
Just wipe it with the thinner for that paint.
Remove the 1 screw behing door handle and the 2 on the armrest. Then pull outward on the bottom of the door panel. There are 8 to 10 plastic retainers holding the plastic to the metal.
remove plastic moulding around door handle and door lock. unscrew door handle and unsnap plastic anchors around lower portion of door unscrew door panel from door. lift up on panel and remove. remove plastic. unscrew motor from door , let window down and remove two screws holding window. remove motor and metal bar replace and reverse process. 1991 Nissan maxima
The door panel just snaps on. Get a screwdriver between the metal of the door and the plastic and pry plastic panel away from the metal. Also, there are 2 bolts that hold in the middle, one bolt is behind the door handle. You need to pull out the plastic cover behind the handle to get at that bolt.

It is hard to analyze without seeing the garage door, but likely this is a mechanical problem due to the cold. Metal that cools shrinks, so it is possible that the garage door, components, such as the chain are stuck.

first get a bucket filled with melted peanut butter and baking soda. Then proceed to wipe away paint. Aerosols can be used to remove paints from your garage doors. These are very effective!
there are two or three screws on the bottom of the door, where the plastic meets the metal of the door. Again, on the lower part of the door (maybe 1 on the side too) Hope to help
