The quarter panels are spot welded in place, they are not meant to be readily removed. I have seen a couple of different approaches to remove a damaged quarter panel. Neither was done by a professional body man, I would not recommend either.
In one instance the person drilled holes where all of the spot welds were and with some effort was able to remove the panel. In the other case the person used a saw to cut the panel off.
My personal thought is if you want a good professional job take the car to a good body shop.

You have to remove the inside panel, where the window crank is, or would be.

Are you asking about the trim panel above the glove box or the trim panel in front of the radio or the trim panel around the instrument cluster? Ask again telling us which panel you wish to remove.
It is a length process that requires the removal of many screws.
remove the inside door panel and you'll see how it attaches on the inside of the door.
To remove the steering column in a 1986 Chevy Celebrity: 1. Remove the trim panel under the steering column. 2. Remove the noise panel. 3. If the car has column shift remove the gear indicator from the shift bowl. 4. Unplug electrical connectors. 5. Remove the four bolts that hold the steering column up. 6. At this point the steering column should pull out.
To remove the tail light fixture on a 1987 to 1990 Chevy Celebrity sedan: 1. Inside the trunk next to the quarter panel are 3 nuts. Remove the center nut, it should line up with the center of the tail light fixture. 2. Pull back on the tail light fixture until the stud clears the body. 3. Pull outward on the tail light fixture to remove a tab from the back up light panel. 4. Twist the appropriate socket counter clockwise and remove it. You can now replace the light bulb. Reverse the process to put the tail light fixture back in place.
Remove the screws in the door panel.
Open trunk and remove panel at rear, remove butterfly bolt and tail light assembly should pop out for accessibility to bulbs
Using a screwdriver, remove all the screws and bolts from the panel. Remove the panel and pull it away slowly.?æ

first remove the quarter panel trim and after doing that there are two or three wing nuts holding the lite in,also outside next to the tailite is two screws remove those and you can remove the lite
