Depends on the exact maker and model.
From inside of the engine well, remove the soft rivets from in front of the hood release. Use a 7mm ratchet to remove the housing bolts. Remove the bulb housing, wiggling if necessary. The bulb housing turns counter clockwise to detach from the housing. Replace the bulb, housing and soft rivets.

Remove the glove box. The Blower Motor Resistor is on top of of the large black hvac housing. It is held by 2 - 7mm hex head screws. Very hard to get your hand in there to remove them. Connector is on top.
Best left to a gunsmith.
If it is a front bulb, sometimes you can get to the bulb and remove it by turning it counterclockwise. If it is the rear you have to remove the housing and then remove the bulb. Remove the (4) 7mm Hex screws that fasten the wheel well liner. Pull the liner back as needed. Then reach in and remove the bulb by twisting the connector to release the connector and bulb from the turn signal housing. Pull the connector back towards you and replace the bulb.
open the rear hatch, and remove two 7mm bolts, carefully remove the housing. once removed do not hang by wires. push tab and twist bulb assembly. pull bulb strait out and re-install
