First, just try to peal it off. If that does not work, use a wet sponge to soak the material. It should loosen the glue, then peal. If that does not work, they make special solvents. You score the wall paper then mist the product on.

Wallpaper can be painted over, but it's a BAD IDEA. Sooner or later, the wallpaper will peel. When it does, the paint will be compromised and you'll end up having to refinish the entire wall. It's a much better idea to remove the wallpaper. Then, clean & sand the surface before painting. Anything else will ultimately be a waste of time.
