I assume it's a darker slump block- very difficult block to repair or get stains out, because of it's crumbly nature- I'd say cut it out and replace it- you should have put a preventative stain coating on it- Maybe CLR in a pinch- try all solutions on a hidden place in the block before you put it in a visible area- it depends on what kind of stain you have and which chemical will remove it- is it paint? If it's latex paint it's water based- if it's alcohol based, it's different- if it's oil based, mineral spirits should remove it- but watch if you dilute the stain by cutting with chemicals it that it will spread- some latex paint can be cut off the surface, but don't disfigure the surface of the block -good luck - if it's rust try a solution of CLR in a hidden test place.
