Linoleum floors turn yellow because of over waxing or wax build up. The old yellow wax will have to be stripped off using a wax stripper. Janitor services do this all the time. After it has been stripped off put a light coat of wax on the floor and it will almost look like new.Using an alkaline product can cause linoluem to yellow.

You have to use a floor scraper and scrape it off. It is a grueling job but if you're lucky it might just come off easy.
YOu would not want to paint a linoleum floor, the paing is simply going to scratch off, probably within a year. Other than commercial grade flooring coatings (for garages, workspaces etc) you would never find a painted vinyl like surface in a home.

Some vinyls will stain and there is nothing you can do to remove it. When this happens, it is usually caused by having asphalt on your shoe soles. If this is the case, the stain is in the seal coat of the vinyl and does not come out. If you try bleach, be careful of about the amount you use and how long it remains on the floor. This too, can be a staining agent over time.
