There is it is called a inner tie rod tool, but you can also get them off with a crowfoot wrench
remove the wheel, loosen the outer tie rod end from the steering knuckle, remove the outer tie rod from the knuckle remove the outer from the inner, remove the jam nut remove the bellows boot, then there is a special tool that will extend over the inner tie rod end to the hex at the end at the steering gear, just loosen it and repeat in reverse with the new part, the end that is tightened to the gear also should be peened at the flat spots on the gear to prevent it from coming off, and also apply some loctite to the threads at the gear and inner tie rod connection
what kind of Pontiac ?front wheel drive? The outer unscrew, there is a knoch on the shaft comming out of the rack. inner is a little harder you need a special socket.

first jack the vehicle up safely. then remove wheel, then remove cotter pin on outter tie rod, then remove the nut then unsrew the outer tie rod, the remove the inner tie rod boot. then install a long socket just for inner tie rods use 1/2 inch rachet then reverse procedure, then take van for an alingnment.
on a steering rack the inner tie rod is threaded and will be the mount for the outer tie rod.

Remove wheel and properly support vehicle. Remove outter tie rod from steering knuckle. Remove outter tie rod, count how many turns it takes to remove from inner tie rod. Remove inner tie rod boot. Use inner tie rod tool to remove inner tie rod. Install new inner tie rod (with inner tie rod tool) and do not overtighten. Properly install inner tie rod boot (you can use a zip tie on part that attaches to rack). Install outter tie rod and use the same amount of turns that you counted during removal (this will help with alignment). Install tie rod to steering knuckle and use a new cotter pin. Put wheel on and get an alignment.

They are not welded on a 1999 LHS, there are two bolts that need to removed on the steering side I think it a 22 mm bolt. Each bolt has two metal tabs bent over top of them which need bent away from the bolts first. Once you have removed the outer tie rods, you may need a tie rod puller to remove the inner rods.
