If this crack is not a gaping hole or an extremely large crack from bottom to top, the following repair should work well. Drain down the water to just below the crack by a couple of inches using a submersible pump. ( NOTE: Please turn off the pool pumps and ensure that it (or they) will not come back on until you have refilled the pool so that your pool pumps do not run dry or they may easily burn themselves up. ) Next, dry the area well and make sure the surface is clean. ( You may want to use sand paper) Using a two part epoxy that is rated for plastic ( I recommend TightBond(R) Marine(R) Epoxy with a 30 minute drying time. ) , mix it according to the instructions on the package. Keep stirring the epoxy until it is thick so that it does not run down the side of the skimmer( this may take 3 to 5 minutes or more depending on the product you are using.) Then, ensure that the surface you are repairing is completely dry, and start spreading a good layer of epoxy all along the crack. ( Popsicle sticks work well for this job.) Let it dry over night, and then, refill your pool. If this repair is done right it can last for years.

If this is an above ground pool you could just pull the old skimmer out cut the rusted section of metal out hit it with some rust converter, replace the section where there is no metal with a new metal forget about the old skimmer setup and replace it with a "floating pool skimmer" they do a better job any way.

Unless it is in a place where you can glue it and it will not be noticable I would try to replace it. If you have the piece you can use a plastic welder to repair it.
