The intermittent odometer in model year 1999 - 2003 Ford Expeditions (also same model year Excursion, F150, F250, F350) is caused by cracks in solder joints on a circuit board that powers the odometer. You can fix the problem yourself in about an hour with the instructions available at http://www.odometer-repair.com .
It is non-servicable, so repair requires replacement of the speedometer/odometer assembly.
If the speedo works and the odometer doesn't, it neeeds to go to the speedo shop as the problem is inside the spedo. GoodluckJoe
The 2000 Lincoln Navigator most likely suffers from the same intermittent odometer problem that has plagued many Ford vehicles (1999 - 2003 F150, F250, F350, Expedition, and Explorer). Lincoln Navigators have also been suspected of having the same problem. Buy a repair manual like Chilton's they have wiring and vacuum diagrams.
I had a similar problem on my old 90 Nissan pathfinder and it ended up been a Speedometer cable that broke.
