Look around for a manual/instruction booklet that came for your car. if you don't find one and you can't fix the fuel tank, online is always the best option.
If your car is not a Diesel, YES! It will harm your car. Diesel fuel is less refined than conventional gas. It has contaminants and water in it. You may end up with carburetor problems, and if you have fuel injecion you may have a very costly fuel injector repair on your hands. Please only use the fuel recommended for your car. Most cars nowadays have that printed on the inside of the gas tank door where the cap is.
According to my Chilton's Auto Repair Manual : A 1989 Lincoln Town Car has a ( 20.0 U.S. gallon fuel tank )
No of course not you must remove the whole tank from under the car!!
It has to be done safely because if it isn't you and the building will burn to death. WHy you do it is usually to repair the tank or change the fuel pump.
If its a late model astra, the fuel filter is on the fuel tank. The whole fuel tank has to be removed to access it. Its on the nearside(left) under the sill in the middle of the car , you do not need to drop the fuel tank!!! changed one the other day!!
After removing tank from car you can siphon fuel out.
The sending unit is located inside the fuel tank. You need to go to a car parts store, and get a repair manual for your car. They cost about $16.00

The fuel pump is inside the fuel tank. Remove the bolts from the fuel tank straps towards the rear of the car only. This will let you pull the tank down on one side and not all the way out (much better than the whole thing). You should be able to remove the pump assembly out of the top of the tank from there.
All fuel injection cars fuel pumps are in the gas tank. Pull gas tank replace fuel pump. Take note you will have to drop the exhuast and the differential on that car. GOOD LUCK. repair cost est.: $400-$500
