I had a similar problem with a 1998 Chevy Malibu. I found the PCM fuse in the drivers side fuse panel had no power. I talked to the dealer and aparently the power distribution drawings they have are incomplete. I put a jumper wire between the radio fuse and the PCM fuse. The instrument cluster came on and the engin will start. We are still running on the jumper wire until I can find more information on the problem.

The instrument cluster gauges on a 2003 Chevy silver-ado randomly fall out but when you push the cruise, they come back up because it is faulty and needs repair.
remove the trim panel around the instrument cluster then remove cluster. On the back of instrument cluster are the bulbs just turn them half a turn and they come right out.
remove instrument cluster, remove 2 screws holding switch in, push switch about 1 inch straight back to clear mounting bracket. pull straight out.
Find the source and repair it.
On mine, its behind the dashboard instrument cluster.
I would really love to find this out too. All my instrument lights went out and the fuse is not the issue this time. Id like to know if there is a buld that may be out or something that may be out of my reach...

You can't repair an o2 sensor,You'll half to replace it
You have to replace the entire instrument cluster
disconnect negative battery cable.remove instrument cluster,remove 2 screws holding switch in. push the switch about an inch straight back to clear the mounting bracket,then lift it up and out of panel..
