You are severely misinformed; automotive Power Steering is a hydraulic assist system. There is no fuse.

Remove the plug on the bottom of the power steering fluid pump. Drain the power steering fluid out. Replace the plug to the bottom of the power steering pump. Replace the power steering fluid.
There is no fluid on the 2004. They operate on electric power steering. you need to replace the two fuses on top of the battery that control your power steering. your owners manual will show you which ones are the right ones.

There probably is no power steering fluid in the 05 Saturn. Saturn employs an electric assisted power steering system that still has a rack and pinion, but is electrically operated. A much easier, more bulletproof design in my opinion.
