It's really easy.
Under the dash by your right knee, you will see the black plug dealers use to plug in a scan tool. Just behind the plug is a black box, about 4inches wide by 6 inches long. It sits on top of a steel bracket. There are usually (3) 8mm screws holding it on to the steel bracket. Once you take those off, there is a plastic clip towards the back. Release the clip and pull the box out and down. There will be (3) wire harness plugs. Go ahead and unplug those, and you're done!
It's a little more tricky if your car has cruise control. the box is a little tough to get in and out with the added components on the accelerator for the cruise.

I just did this on my '03, so thought I'd answer this while it's fresh in my mind.
1) Remove the plastic panel under the dash to gain access; you'll find two plastic retainers that just pull out and a metal clip toward the firewall that holds the back side of the panel in place.
2) If you have adjustable gas/brake pedals, remove the two retaining nuts that hold the gas pedal/motor assembly to the floor (mine took a 13mm socket. This will allow just enough movement to slip the LCM out of its bracket.
3) There is very little extra wiggle room for the wiring harness in this area, so try and disconnect the three plugs from the back of the ECM before moving it very far. Once the plugs are removed it should slip out fairly easily. I think the same engineer that designed the location of the engine oil filter also designed this location, because its about the same difficulty!

The headlight relay is in the Light Control Module (LCM).
You can rig a 2005 Crown Vic transmission vehicle speed sensor by changing the transmission fluid.
Have to remove the fuel rail's to get to them.
Remove the coil that is on top of the plug, then the plug.
Check fuse, or replace the lighter.
Its in the gas tank. Electric pump.
If you mean that it shuts off while idling it could be a bad Intake Air Control (IAC) valve. Very easy to replace and costs about $50. See detailed instructions at Autoclinix.com on how to replace it on a Crown Vic.
The "flasher" is integrated in the Lighting Control Module (LCM) located under the driver side dash.
