If you're referring to the rear lights, then lift the back hatch. You'll see two screws on the inboard side of the housing for the lights (applies to both sides). Remove both screws (actually bolts with Phillips screw recesses in the heads). From there, you have to push/pry the entire housing outward to the right (for the right side lamp - similarly outward to the left for the left side lamp) until it lets go. It's going to be stubborn as it is retained in place two rubber detent bushings in the outboard portion of the housing. DON"T apply too much brute force at once here or you'll break your lamp housing. After that you'll see the individual lamp holders in the back of the housing - might as well replace all three bulbs while you're in there. Just reverse the process to reinstall.

The problem with your air conditioning light blinking in the 4runner is a bad relay. Toyota has updated the relay to part #90987-02028. Call your local Toyota dealership for this relay.
