Remove the ashtray and reach inside with a couple of fingers and pull outwards to release the clips holding the panel, starting at the bottom and working upwards. You will also need to disconnect 5 connects including the hazard switch and the clock. Once the panel is free you can remove the lighter socket sleeve around the socket and then the socket from behind.
There is a 12 volt female accessory port (or two depending on year/model). My '04 Solara has two, one in the center dash and another in the center console storage area. You can use either one for a cigarette lighter. You can purchase the lighter at any auto supply store. One little rub, on the '04 and later (not sure about the gen I Solara) there's no ashtray. You could use the cup-holder (drop in a cup). It'd be a lot less hassle just to stop smoking. ;) Cheers
It's in the fusebox under the dashboard on the left side of the car. Remove the lid and look inside it for a diagram showing fuse locations.

If the fuse was blown there was probably a reason. If that reason wasn't tracked down and repaired chances are good the replacement fuse has also popped. Keep in mind the key has to be on to see power at that socket. The lighter won't work with the key off. The problem could be as simple as a bad cigarette lighter or as potentially complicated as a frayed/chafed wire. Suggestions: Replace the fuse again (you really don't need a mechanic for that) and check the power port with a meter to make sure you have power. Try something in the socket other than the lighter. I've been told by the Toyota dealer that the rear bumper must be removed to replace a reverse bulb on the 2007 Solara Sport. Is there any other way?

If you're referring to the accessory (cigarette lighter) plug the fuse is in the interior fusebox (left side under the dash). You'll find a fuse guide inside the cover. The one you need is labeled ACC. The same information is available in your owner's manual.
There is no cabin air filter on a 2002 Solara Convertible. I took the dashboard apart and looked. No filter (but I did clean all the dust out from the underside of the dash while I was back there).

I believe, you need to replace the thermostat gasket.
