The cruise control module of a 1993 Mercury Villager is located under the passenger side of the dashboard.

Check 15 amp fuse "R" in the fuse box. It appears that the horn relay feeds part of the cruise control system.
check to see if your spoiler brake light is out replace it and it usually will finish the ground to the abs sensor and cruise control

The horn relay and the cruise control steering wheel switch are powered from the same fuse. Check fuse #44 at the inside fuse panel under the dash.
Remove the cruise control and unplug the pump. Simply disconnect the two plugs and pull the pump out of the fluid resevoir. Connect the hoses to the new pump, plug in the electrical connectors and plug the pump back into the resevoir. Make sure to hook the cruise control back up. All the controls on the steering wheel are ran through the cruise control. By not plugging the cruise back up, you will not have a horn, radio controls, etc... Remove the cruise control and unplug the pump. Simply disconnect the two plugs and pull the pump out of the fluid resevoir.
