relieve fuel system pressure. use needle nose pliers to squeeze and release the filter bracket from the chasis. depress the plastic quick release tabs and detatch fuel lines from filter. use 1 wrench to steady the filter and another wrench to unscrew the fuel line fitting and remove filter. installation is reverse.

There was no Z28 in 1989
Most likely the fuel filter is plugged up from gas tank sediment. Change the filter.
IT IS LOCATED UNDERNEATH DRIVERS SIDE OF THE CAR BEFORE THE REAR TIRE.THE LINES SNAP ON AND OFF OF THE FUEL FILTER.
The fuel pump is in the gas tank, you have to take the tank down to replace it.
Perhaps a faulty fuel pump or clogged fuel filter
The fuel filter is located in the carb. Follow the fuel line from the fuel pump into the base of the carb. There is a boxy type part, and that contains the fuel filter. You'll need two wrenches, and carefully remove the fuel line. The fuel filter is spring loaded, so be careful it doesnt shoot out! -OSS
It is under the car towards the rear end. Drivers side.
There's no such thing as a 1989 Camaro Z28
The filter is just ahead of the driver side rear axle one end has a quick- connect fitting sqeeze in the plastic tabs and separate do the same with the metal bracket on the other end use two open end spanners, expect some spillage Also works for 1994 Chevy Camaro Z28

Replace the fuel pump. I would try the fuel pump relay first. That could be bad. I wouldn't jump into changing the fuel pump right away like the first answer. Why do that when the problem could be a cheap relay!!! Also if you haven't changed your fuel filter in a long time, do so. This is a regular maintinance job just as changing an air filter or wires, oil, etc.
