The tension pulley should have a bolt that holds it on, allowing you to replace the unit.
massage oils usually work and alot of alchahol will make the repalcement easier to handle.

It requires a power steering pulley PULLER, You can rent them at a parts store.

If you're standing at the front of the truck and looking into the engine compartment the tension pulley is on the left side about half way down.
The belt tensioner is not located on the alternator. The serpentine belt tension is maintained by the tensioner pulley, located below and to the left (looking from the front of the truck) of the alternator, near the coil and oil dipstick tube. Use a 15MM box-end wrench to turn the bolt in the center of the pulley clockwise, and the belt will slip right off the alternator. This really was a great design... It literally takes less than a minute to change/remove/replace the belt. This applies to the 1999 5.9 (and 5.2 I think)

Remove the 4 nuts that are against the pulley behind the fan with the belt still on the truck. Once these nuts are removed, the fan will separate from the pulley. Now you can remove the belt & water pump pulley.
To replace the water pump in my 2001 Dodge Ram 1500 v8, it was $375 including labor and everything.
It is a fixed pulley
