Look where the fuel line goes into the carb, take the fuel line out of the carb and then the big nut where the fuel line came out of you want to take loose and the filter is behind that nut, watch carefully how it comes out as there is a spring in there.

It is internal to the alternator, voltage regulators are used on cars with generators. You could fix it, but its easyer to just buy a new alternator.
Depends on which engine it has. With any V8 is going to get poor mileage. Less than 20 miles per gallon for sure.
It would be mounted to a bracket that is bolted to the intake manifold behind the carburetor, just follow the coil wire leading from the center of the distributor cap, the other end is attached to the ignition coil.

Yes. '71 was still a Pontiac block. I think '77 trans am's were the last to receive Pontiac blocks.
Assuming it's an automatic transmission check the fluid level first. If fluid level at HOT is OK then check for vacuum at the modulator, on a 1971 I'd splurge and replace the modulator outright. If that's OK then drain and replace the fluid, replace the filter with a fresh one. If after this is done still no shifting then a rebuild is probably in order.
