The lens just pops off. There are about 3 or 4 clips at the top and bottom of the lens. There is a painted plastic cover that is below the lens that can be carefully popped off to access the bottom clips. I just did it and it took about 5 min. to do it. You don't need any tools. My car has the Xenon headlights so yours may be different.

I have a 2002 Mercury Cougar with a broken headlight cover and was told by the dealership that I would have to get an entire new assembly. I have been looking for about 8 months and I have to tell you, they are almost impossible to find and very expensive. $225-$325 if you can find one. Good luck! Sealed unit, you have to replace the headlight, eBay has them often.
