Fuses are simple to replace, bulbs almost as easy. If 'all' of your interior lighting is off then I'd suspect the fuse. If it's just a single bulb then that's where you go.
To replace the fuse simply pop the top off the fuse box (under the dash near where your left knee would be while driving). Inside the lid is a diagram listing the purpose of each fuse. Locate the appropriate fuse for interior lighting and pull it. Visually check to see if it's popped. If you have a multimeter or other continuity tester, check with that too since fuses can be bad without appearing to be. If bad, replace the fuse with a new one and your interior lighting should be shining brightly again.
If you have a bulb out, pop the cover off, twist the bulb to the left, pull it out, replace with an identical bulb. Your owner's manual will have a guide listing bulb numbers.

You don't. There is no cabin air filter on the Gen I Solara. The interior air filter appeared on the 2004 (gen II) and later Solara. Cheers
