Which regulator?
The voltage regulator is INSIDE the alternator. If that regulator has failed you can either rebuild the alternator (don't even try unless you're experienced), or you can simply replace the alternator.
The fuel pressure regulator is near the rear of the engine, drivers side. Just get a new one, pop out the old one, clean everything well and put the new one in it's place.

Yes.. But it would be cheaper to just buy the whole regulator and replace it.
The Saturn S-series (SL1, SL2, SC1, SC2, SW1, SW2) were not designed with cabin air filters, thus do not have them. There is no cabin air filter to replace.

Its inside the alternator. Its not really something you can replace. If your voltage regulator doesn't work, you need a whole new alternator.
not serviceable but now you can buy a regulator rebuild kit otherwise you will have to buy the entire fuel rail assembly
