Just turn the housing the bulb is in and pull it out. Remove and replace the bulb the same way.
For the rear lights, you have to push on a tab to release the housing the bulbs are in.

if it is in the back window like im thinking it is get in the trunk and you should be able to see the wires going up it and it will either plug in or you can unscrew it and replace it with the correct bulb
I've got a '92 skylark, and had a problem with the brake lights staying on even after the car was off. There is an adjustment that is connected to the brake pedal that you can adjust the tension on. It's kind of a pain to get up under there unless you're skinny though.
When you press and hold the brake pedal it will slowly move to the floor. It can also have a catastrophic failure and go straight to the floor with no stopping ability at all. If you hold the brake pedal down and it slowly moves to the floor any at all, replace the master cylinder.
Under the dash, above the brake pedal. There's a plastic flap that opens and the fuse box is above that.
if it is the same as gm cars up to 95 it will be a small silvery bulb cliped on to the bracket for the brake pedal. just unplug it and clip the new one on

It's under a panel door that says FUSES on it that's under the dash over the brake pedal.
