To replace the signal switch on a Chevy Celebrity:
1. Take the steering wheel off.
2. Take the lock plate off.
3. On the outside of the steering take the hazard light flasher knob off.
4. Take out the three screws that hold the signal switch in place.
5. Unplug the wire connector towards the bottom of the steering column. Attach a string or wire to pull up with the cable as you pull it out with the switch.
6. If the switch comes with any additional instructions, follow them also.
Reverse the above to put in a replacement switch. Use the string or wire to pull the new cable down the steering column.
There is no factory cut off switch, but aftermarket devices are often installed near the fuse panel.
To replace the headlight dimmer switch on an 87 Olds Delta 88 you need to open the instrument panel under the steering column. Next, remove the two screws holding the switch in place, remove old switch, and reverse directions to replace with new switch.

The location of the oil sending switch depends on which engine your Celebrity has: If It is has the 2.5L 4 cylinder engine the switch is on the side of the block below the intake manifold. If it is the 2.8L V6 engine the switch is near the bottom of the engine block next to the oil filter.
The cause of your symptom is almost certainly that the metal/copper contacts inside your turn signal switch are burned out in the spot where the turn signals will not come on. The spot they still work in is not yet burned up that badly. You WILL need to replace your turn signal switch to resolve the issue. NOTE: this type of failure is most often caused by holding the switch in "barely on" position when signaling lane changes, while some switches will tolerate this, most will not. You should always fully engage the turn signal switch, even on lane changes. Hope this helps
An 87 Celebrity has several brake lines. They start at the master cylinder, and run under the car to all four wheels.
Probably the flasher unit needs to be replaced. This is an electronic switch which usually mounts underneath the dashboard.

Timing on a 1987 Celebrity is controlled by the engine control module, computer. There is no provision for adjustment.
I believe the 87 had a pull up type switch on top of the steering column.
The fuse block on a Chevy Celebrity is located on the bottom of the dash to the right of the steering column.
Drop the fuel tank.
