WOW! Now this is a REAL Pain in the A$$. If I were you I'd get a Garage to do this one. I have done it but man that sucked the big one. Sorry if I'm being negative here but this is a job for the Pros in my mind. You have to drop the steering column and pull out the dash components, it ain't pretty! If you want to do this, then a Shop Manual is a must in my mind.

Probably replace the speedometer cable. The cable connects to the side of the transmission, then runs up the bottom of the car to the firewall, then into the back of the instrument cluster.
The cable is turned at the bottom by the transmission, and at the top end the cable turns the mechanism of the speedometer.
It's probably 1 of 3 things: The speedometer cable is broken, or the cable is loose at one of the two ends, or the speedometer gauge is broken.
You can take the instrument panel off and look at the end of the cable where it sticks out. If you do that and drive a short distance, you can see whether or not the transmission is turning the cable.
You can not adjust a speedometer cable. The only adjustments that can be made is buying a different speedometer gear to make the speedometer read differently if you have changed transmissions or tire sizes.
Speedometer is an integrated part of the instrument panel. If you have problems with the speedometer, check first the peed sensor. My 96 Sentra have problems with the speedometer. I replaced the speed sensor and instrument panel and still the dial stops intermittently, this turns-on the check engine light. For me, the next step is to check the wiring.
I think you have a problem with sum in mile's or kilometer,if so then you have to open the speedometer and dis-mantel the back side plastic cover, from back view you will see three diffirent type small gear which are worn due to agged and become hard then will be easy to break.these type of gears are availabe sold seperatly or other solution is those type of gears are the same used in Mercedes 126 body in 80's 500sel,sec & 560sel,sec.
