The filter is located behind the glovebox. You have to remove the glovebox to get to the filter housing unit. To do this, first remove the plastic corner panel located in the corner near the floor. Once you do this, you'll see a plastic bar that runs horizontally across the front of the filter housing unit. The only way to remove the filter inside is to saw through this plastic bar (cut it in half). After this, the metal bar that was hiding behind the plastic bar can be loosened by unscrewing the screw on the right side only. After removing the screw on the right side only, swing the metal bar down to gain access to the filter housing. Unsnap the filter cover, slide the old filter out, and replace with a new one. I learned by calling the local Honda dealer that the only way to get access to the filter was to saw through the plastic bar. The metal bar, once it is re-tightened in its original location, provides sufficient stability to the glovebox area.

I have a 2003 (may be the same for your 2006) and the cabin filter is behind the glove compartment. I had to remove the glove compartment and then I could get to the cabin filter to replace it. Kind of hard to get to, but I was able to do it myself.

The 1996 Honda Civic does not have a cabin filter.

Take out the glove box. Its right behind there.
It is behind the bottom glove compartment.
There is NO cabin filter for 2000 Honda Civic model (6th generation). Cabin filter started in 2001 and on (7th generation).
The 1991 Honda Accord is not equipped with an A/C filter or Cabin Filter.
To change the cabin filter , bring down the lower glove compartment and right behind it you can't miss it, you will see the filter door.
