Are you sure that your 2001 Neon has Drum brakes? I have a 95 Neon that has 4 wheel Disc brakes meaning that there are no Drum brakes on a Neon.Just look around your rear wheels and see whether they are drum or disc,I believe there is discs on all four wheels on a Neon.

A 1996 camaro has the same DISK brakes as a 2001. It does not have drum brakes.

Assuming they are Drum brakes most likely the wheel cylinder is bad.
It either has Front disc and rear drum brakes; or four wheel disc brakes. Both were available, depending on model. Anti-lock brakes were also an available option.

Disc brakes are actually preferred on vehicles because they cool more quickly then drum brakes, which allows them to be more effective at braking. However, many cars have rear drum brakes because they are cheaper and easier to replace, and as the rear brakes actually do not have much of an effect on overall braking, it is not necessary to have disc brakes.

pad brakes are disc brakes, it's known as changing brake pads for disc setup and changing brake shoes with drum brake setup.
