It doesn't have struts. It has coil-over shocks.

You can purchase the quick struts for ~$200 online, a little more at a local place like advance auto. It is a matter of replacing just a handful of bolts for each strut and is an easy task. I would imagine if a garage did it, they might want $350 for the rear and $400 for the front. The front struts are a little more expensive.
no the struts don't need to come off but make sure you have a way to compress the springs when you go to put it back together. when i say no they don't need to come off i mean completely off but the bottom needs to disconnect from the spindle.
If it had shocks about 1 hour. But I think you will find it has struts. Struts take at least 2 hours.
The starter on a 1998 Toyota 4runner is held located on the transmission housing. The starter is held on by 2 bolts which mount it directly it the engine. Remove the two bolts to replace the starter.

Struts work on the same principles as shocks do. They arre only there to stop the osolating motion after going over a bump.A lot of people replace their struts, but leave the old springs on them.This may be your problem.
