The fuel filter is attached to the crossmember in front of the fuel tank on the passengers side. Unless you are really thin, it's probably a good idea to jack up the Tracker and support with jack stands. First loosen the fuel cap to relieve the pressure in the tank. You need to have 2 wrenches: one to put on the hex nut that is molded into the body of the filter, and the other to loosen the bolt that holds the fuel hose to the filter. Do that on both sides of the filter, they will probably be pretty rusty if they are like mine were in my '92 and '94. After that, you MUST note which end is the inlet and which is the outlet of the filter, and which bolt goes into which side ( one is shorter than the other). Loosen the bolt that holds the filter into it's mounting bracket and remove it. You will reuse the 2 bolts, but the filter comes with new copper seals. Install the filter in the reverse order ( being sure it is the right way) and hand tighten the bolts with a new copper seal in this order: seal, fuel hose fitting, seal so that one is against the filter and one is against the bolt head to seal completely. Be sure that you put the fuel hoses in the U shaped notches in the filter ends so they don't spin around when you tighten them later. Once the hoses are back on and not hitting anything on the car, tighten the bracket bolt, then tighten the fuel line bolts with the 2 wrenches that you used to remove them. The filter is about $30 or so from a parts house, no need to go to the dealer for this. The fuel should prime itself quickly and the car should start right away. Check for leaks and tighten if necessary.

They tell me it is in the fuel tank. Like another answer, drop the tank to get to it.
its located at the rear driver side in front of the back tire. should be under the car on a bracket along the unibody frame rail. just remove the neg battery terminal, remove the gas cap then replace the filter
