You have to remove the front bumper assembly. The WHOLE front bumper fascia. That's right. Whoever engineered it this way needs to be FIRED. Totally stupid. Yep. Buy American!
This is not an easy procedure, as access to change the headlamp bulbs is through the wheel well. The recommended method is to remove the front tire and then the plastic inner fender liner. Once removed, you'll have easy (more or less) access to the rear of the headlamp housing.
