You replace the valve seals on a 1996 Saturn SL1 by removing all of the hardware to get to the valves, unseating them, cleaning them, and sliding the new valve gaskets on. In order to do this you should consider getting a good Chiltons or other repair manual for your make, model, year, and engine.

There could mean that the rings on the pistons are worn. Oil on the top of the plugs means the valve cover, or tube seals have failed.
Valve guides or seals could be worn allowing oil to build up and be sucked in to combustion chamber

The EGR valve is located on the drivers side of the head, just above the transmission bell housing. Remove the electrical and vacuum connections, then remove the two bolts that hold the EGR valve to the head. Use a NEW gasket when replacing the EGR valve.

It would be recommended to replace the rear axle bearings and axles when they are worn/bad. If the bearings and axles are okay, just replace the seals.
