1-Take the battery out
2-Remove the battery tray
3-You should see the black sensor on the top of the transmission on the back.
It takes a 10mm socket then it should lift out.
Take the plastic gear off and see if the shaft will spin with a drill with someone in the car watching the speedo (the car has to be on)
If it works, then just check all the connections with the wires and the gear to the tranny.
If you can stick your whole fingers through the hole and spin it...the whole tanny has to come out to replace the gear ;)
If the VSS is defective replace the instrument cluster.

The speed sensor is located on the side of the transmission. It has a black plastic teardrop shape to it. It has one bolt that needs to be removed to replace it.

The speed sensor is on the top back corner of the transmission housing. It is held down by one screw.

The 1999 Chevrolet Suburban speed sensor is located on the back of the transmission. The speed sensor will be in the upper left-hand corner.
