If you have the 99 -02 Cougar replace the TPS (throttle positioning sensor) on the throttle body.

I was reading online that a common cause is the TR/MLP sensor (Transmission Range sensor, or Manual Lever Position sensor) You may want to look into that.
Its the sensor that regulates the overdrive on the car. Its bolted to the transmission. Its $90 bucks. If your car starts jumping RPM's on the freeway, Its bad. Change it.
I know you can get to 2 of them by taking off the front drivers wheel quite ez I think one is the shift select sensor
On a 2001 Mercury Cougar : The Mass Air Flow Sensor is between the engine air filter and the big engine air intake tube
On a 1997 Mercury Cougar XR7, the temperature sensor is located below the air intake. The sensor should be accessible without having to remove any other parts.
MAP Sensor on a 1994 Cougar is located on the firewall. Has a vacuum hose coming from it and an electrical connection.
The speed sensor is on the top back corner of the transmission housing. It is held down by one screw.
