the switch for hazard lght is located in the dash . the switch is the "flasher relay " so it controls the turnsignals and hazards. just pry the switch out and un plug it . install new switch . but you might want to check with your local VW dealership there is a recall on those switches . =)

More likely than not the Flasher Relay is defective. Replace it. check all the fuses one in the car another under the hood. make sure all bulbs are ok
