Hoover and Dirt Devil both make very popular belt-less vacuum cleaners.
By removing the rug plate on the bottom of the vacuum. (there are two latches on each side) Then pull out the beater bar slip on the new belt push the beater bar back into place and stretch the belt over the shaft on the motor. Put the rug plate back on and you'll be good to go

Assuming you mean an upright vacuum cleaner such as a Hoover, which has a rotating floor brush/carpet beater, the rubber drive belt for that only needs to be replaced when it snaps.Not true, it largely depends on the type of belt your machine uses. Vacuum belts can be ineffective even before they snap. After a period of use they can wear and stretch. If this happens the belt will not be able to turn the brush against the resistance of the carpet and therefore will not pick up debris the way it should. As a good recommendation you should at least change your vacuum's belt yearly, some models require a changing even more frequently.

Say goodbye to 1/2 an hour of your life... 1) Turn the vacuum cleaner over 2) Take off the housing surrounding the roller (four screws) 3) Remove roller from its setting BEFORE re-attaching belt, practice putting the roller back in its place (learn how to do this BEFORE tension of re-setting the belt) 4) remove roller, loop belt around metal drive shaft 5) stretch belt and replace roller in its housing NOTE: There is a LOT of stretching and tension in this step... You slide out the roller brush and put belt around it and slide it back in. Then you put belt onto the motor. The roller brush is a little hard to slide out.
Something is probably rubbing the belt.
Vacuum cleaner belts are not repaired, but are replaced.
