If the animals are being abused (if they are being raised for cockfights) then you would contact the ASPCA (American Society for the Prevention of Cruelty to Animals).
If the roosters are not being abused -- if they're just being kept illegally, or if they were abandoned or neglected -- then you'd contact the AC&C (Animal Care and Control).
You can also try calling New York City's free information line, 311. That's what I did, when I discovered neglected kittens a few blocks from my house.
