After de-pressurizing a fuel system, turning the ignition key from OFF to ON and then waiting about 5 seconds will pressurize the fuel system enough to start the car. You can always repeat the procedure.
When you turn the key to ON, you should hear a whine from the fuel pump pressurizing.

The fuel filter is located on top of the fuel tank and the fuel system must be depressurized and the fuel tank lowered to access the filter and the fuel lines. Good luck!

You can't because Camry 98 uses completely computerized ignition system and air ratio management system. If you have warning that the system is too lean, it means that the air fuel sensor is bad. If you do not have one, the oxygen sensor in the bank 1 is bad and has to be replaced.

The '98 Galant would not have a carburetor, but rather fuel injectors. I know on the '99-'03 the fuel pump is located in the fuel tank itself. Not 100% sure on '98, but they should be similar.
