The yellow dashboard warning light you are seeing on your 2003 Dodge Neon is most likely the fuse warning light. You will most likely need to go to a mechanic to find out which fuse needs to be replaced.

It means that a bulb has blown. I had it come on this morning because I had a blown headlight bulb
That is ECU fault warning light, take it for diagnostics to find the exact fault
It definately means you have bulb out...this just happened to me and my turn signal/brake light is out.
That is a "Check transmission light"
