On the top of the lock is a small button. Depress this using the point of a pen or similar thin pointy object, it will lock itself in the down position. Rotate the dials to the desired combination and then press the catch release (this requires firmer pressure than it usually does to operate). There will be a loud click, the button will pop back out and the combination will be reset.

Forget the clamp and TSA key. Look at the bottom where there is a small silver button. With a pen or small item, press this in with the correct code entered. (default for mine was 000). With the button pressed move the code to what you would like it to be set to like 123 and release the button. Now try the clamp with 123 and it should work. Save

Put your fingernails on both ends, and life the button away from the lock housing, and turn it 90 degrees. Set your new code. Return the button housing back to its original position.
