I believe there is a button in the trunk. I will check my manual
I found the reset switch on the left side trunk hinge on a 1988. Press the button to reset. Should be similar for yours.
According to the 2001 Mercury Mountaineer owners manual : The fuel pump shut off switch ( inertia switch ) is in the front passenger footwell , by the kick panel
The owners manual shows that it is in the right front passenger footwell , behind the kick panel

On a 2002 Mercury Sable : The fuel pump shut off switch ( inertia switch ) that has the reset button on top : ( is located in the trunk , on the passenger side of the trunk , behind the trunk liner , there is an access hole )
The fuel pump does not normally have to be "reset". If the vehicle is in a crash that causes the inertia switch to trip, the switch will have to be reset before the fuel pump will run.

There is no fuel reset switch on a 1999 Camry that can be operated manually. There is an automatic reset switch located near the fuel pump. This is a relay switch. If the fuel pump is shut off, the relay switch might need to be replaced.
