On a 2008 Toyota Avalon, there is a small push-button under the dash nearly in line with the steering column. With the low tire pressure icon light on (ignition on, car not running, though I don't know that this matters), press and hold the button until the low pressure light begins to blink or goes out, then release. When this procedure did not work the first time on my car, the dealer service person moved the car a few feet forward, shut off the ignition, then tried again - success.
Take out the side indicator light assembly (which is most difficult part) and then replace the bulb.
