It is simle. First draw a picture of your cartoon you are going to draw on paint. Save it, and then keep the picture up, and draw a little change to it.
The most popular way to resize a picture is to put it into a digital format on your computer, and than manually resize it using software such as Photoshop or MS Paint. Some websites also offer a resize service for completely free.
Start Menu-> Accessories-> Paint open the image with paint and change the size of the picture by using resize/skew in the image button.
In this case you need photo editing program (Paint, FSViewer etc.) or just picture resizing tool.I prefer Softorbits Batch Picture Resizer. It always works well!
You can re-size a picture using the pre-installed software that comes with most PC's. Paint is probably the easiest program to use as all you need to do is open the picture in 'paint' and go into the settings menu where it gives you the option to re-size in a few clicks.
Resize the picture so it gets smaller. Then resize it again, making it big again. The picture should appear pixelated.
The simplest way to reduce the size of a picture is to open it with Microsoft Paint, click save, then close it. You will notice a significant reduction in the size of the picture file. Secondly, you can you any photo editing software, then use the "Edit Picture" then "Resize" funtion.
Well you can use a lot of tools from paint (use Strech/Skew) to commercial tools. Paint has the advantage that you can zoom in to edit the image. I am not sure why you need a 4x4 image, but such an image is probably to small to express anything (it only has 16 pixels).
You have to resize it and that will be under the "edit" Option on top :)
