All programs are different. But most can be closed by clicking the 'X' in the upper right of the screen, or clicking 'File' on the upper left and clicking 'Exit". Also, you can right click on the programs icon on the Task Bar and select 'Close'.
If it is a game you are trying to exit, many games' menu can be accessed by hitting the 'Esc' key.
Staring a program can be done by double clicking on it's icon on the desktop. Or single clicking it's icon in the task bar. Or by going to 'Start' - 'Programs' and selecting from there.
Exit the program and relaunch it.

There are several ways to achieve this programmatically. The normal method is to return from main function. However you can also forcibly terminate a program from any function using exit or abort. A program will also exit if an unhandled exception is thrown. If the program has unsaved data you will be prompted. One program may also close another by posting an app_exit message on the system queue. This is how the operating system instructs programs to close when you choose shutdown or restart, allowing you to save any unsaved data in the process (or cancel the shutdown).
You should actually use the File feature of the program (which includes the Exit option) to properly shut down/exit/close the application.
An easy way is to exit out wait ten seconds then retry see how that works
I'm not entirely sure what you mean by restart. If you mean delete the program, and re-download it, do exactly that.

In order to restart your server, you must close the program you use to host the server, and then just reopen it.
