If there is a file you cannot move because it is in use, follow these steps in order until the problem is solved:

1. Check the filetype and make sure any program(s) that are associated with that filetype are not running, including services that run in the background. If it's an executable file, go to Task Manager (Ctrl+Alt+Del) and make sure it's not running in the background.

2. Boot into safe mode and try moving the file.

3. Download a third-party application that specializes in moving files during the startup process. Gipo's MoveOnBoot is a good option.

Open the Recycle Bin, highlight the items you want to recover and click "Restore".

If you have already emptied Recycle Bin, the only way is to rely on a third-party file recovery software.

To resolve the issue of restoring a file from the Recycle Bin that falsely claims to be in use by another program, try these steps: Close all open applications, restart your computer, and then attempt to restore the file again. If the problem persists, use a third-party application like Unlocker to release any potential file locks and restore the file successfully.

Can you recycle steel?

Yes, but there are no large-scale recycling programs in effect for alloys due to the rarity of it being recycled. The most common practice is selling it to a junk yard as scrap metal, but some areas will have a recycling process available, but you would need to bring the materials you wished to recycle to the recycling facilities in your area. A phone call before hand to confirm whether or not they have a program in place for recycling alloys would save you a trip in the event that they did not.

What other test could you perform to prove that it was your computers firewall that was blocking the connection and not the firewall on the computer you are using as a client?

The test that can prove which computer's firewall is blocking a program from running is to turn off the firewall on the computer being used, then try to run the program in question. If the program still doesn't work, then the main computer is blocking the program.

If a person is installing a program and an error message says another installation is in progress, it is possible that the program being loaded initially is not a viable program. Perhaps there is an error in the software program.

When you try to delete files they are deleted permanently they dont go to the recycle bin?

If you try to send a file to the Recycle Bin and it is being deleted automatically instead, you need to do the following: * Right-click the Recycle Bin * Choose Properties on the menu * A Recycle Bin Properties window will open * Under the Settings for selected location, choose "Custom size" (you can also specify the * maximum size in MBs of the Recycle Bin, 17309 being default). * "Do not move files to the Recycle Bin. Remove files immediately when deleted." Should be UNchecked. * Click "OK" and files should now be sent to the Recycle Bin instead of being deleted immediately. If that does not fix the problem, you may have accidentally deleted the hidden system files $Recycle.Bin or RECYCLER at the root of your system. Those are the actual Recycle Bin folders and without them, the Recycle Bin does not work. The only way to fix that is with a reinstall.
