I'm pretty sure that you have to go to Windhelm or wherever everyone hates elves and there will this tower type thing and Articius Something or other lives there. Pick the lock and get in. You might see an old woman and a boy fighting because the boy wants to play with him. Anyways, go upstairs and you'll find the kid and he is in a room doing the Dark Brotherhood Chant on his dead mother. Talk to him and he'll think you're an assassin. Go kill Gretel the Kind and keep following the quests.
