You need to adopt one wire harness from the horn relay ,neither from contact #30 or the other contact of the coil of the relay.Then one end of the wire will go to one of the terminal of the toggle sw and the other end will be connected to body ground.Else, Just need to replace the clock spring...for new model cars..

had same problem washer pump worked fine i found that out by cuting wires and hooking direct to battery so the next step was for me to put in a 2 way toggle switch and find a place to mount it and now i use the toggle switch and it works fine so rewire worked for me you can fix it yourself and save big $
