It all depends on the software you are using. From a professional standpoint all photos should be rotated in an image editing program like Photoshop before they are placed in the document.
To rotate photos in Lightroom, select the photo you want to rotate and then click on the "Develop" module. Look for the "Crop Overlay" tool and click on it. You will see a rotation icon that allows you to rotate the photo to the desired angle.
You cannot change rotation. The rotation is based on who last viewed your page or who you last viewed.
