You have to get the f-space thing first.After that you select an object and turn the control stick on do nuckchuck (i know that's not how you spell it)
In build mode, select the item and then right click.
While you have an object selected, hold the left mouse button down and rotate your mouse either clockwise or counter-clockwise.

Go to Buy Mode and grab the furniture you want to rotate then press the keys to rotate it.
You have to press the < and > buttons to rotate in Create A World. Hope this helps :)
To rotate items in the Sims 3 (Nintendo DS), you just press the L or the R button with the item highlighted. I don't play the Sims 3 on other consoles, though, so this is all I know.

The Rotate View Tool can be found by clicking and holding the Hand Tool icon on the tools pallate. By clicking and holding, a pop-out box will appear that lets you select between the Rotate View Tool and Hand Tool. Alternately you can hit the "r" key on your keyboard to quickly select it.
